1 Forget a Wi-Fi Network

Since this is most probably a connectivity issue, the following steps should help you fix the problem once and for all.

Step 1: Turn off the iCloud Photo Library and then remove or download photos.

Step 2: Go to Settings > Wi-Fi > Choose Home Network> Forget this Network.

Step 3: Turn off Wi-Fi and then turn off the device.

2 Transfer Photos to Computer First

Following several complaints, Apple offered the following solution to users whose devices couldn't upload photos to iCloud Photo Library.

Step 1: Connect the iPhone to the computer and turn on "Airplane Mode."

Step 2: Use Photos.app on your Mac to select your iPhone in the sidebar and choose the photos you want to import. Select "Import."

Step 3: All selected photos will be downloaded from the iPhone to your Mac and uploaded to the iCloud Photo Library.

Step 4: Delete the photos from your iPhone and then disable "Airplane Mode."
