1 Forget a Wi-Fi Network
Since this is most probably a connectivity issue, the following steps should help you fix the problem once and for all.

2 Transfer Photos to Computer First

Step 7: Restart the iPhone and log into iCloud. Enable iCloud Photo Library and all photos should now sync.
